they are not ashamed of conversation. They just have some different custom from other countries. For example, some Japanese tend to avoid eye contact. This is because, from the hierarchy era, it has been thought of impolite to have eye contact. It was not permitted to look at eyes, when they spoke to superior people. And also because Japan is a island and once they prohibited people from taking other countries culture, they have lived with consensus which Japanese use when we talk or do something with others. So when they talk with someone, they sometimes skip the word which they want others to understand without saying. Of course these are old culture and because of today's internationalization, they come not to do so, these culture may remain a little bit. So you might think of Japanese as shy.
